taken by the finance committee of the local
legislature "Subject to a fair share being contributed by the Military & Naval authorities"
and that Lord Derby cannot sanction the work unless half the cost is paid by the Imperial government either directly or by abatement of the Military contribution; two thirds being the proportion suggested
by the War Office in 1875.
